The Plug-in is integrated in Adobe Premiere and allows the import of subtitles files. Use the File/Import... menu in Adobe Premiere, Ctrl-I shortcut or just drop your file in the project bin.

The whole subtitles file is imported as a single clip. Double-clicking on the clip brings up the Properties window where you can configure various attributes: fonts, margins, presentation, etc.
